Maternity & Neonatal Services Workstream

The Maternity & Neonatal Workstream will be responsible for providing an assessment of:
- The requirements for the smaller maternity units across East of England to be able to provide high quality, cost effective services in the future;
- The issues that primary care trusts (PCTs) will need to address in balancing the need to maintain local access with the need to deliver high quality, sustainable and affordable services;
- The issues for neonatal services and other specialist maternity services across East of England.
Scope of Work
i) To review the current operational practices and financial positions of the smaller maternity units across East of England and establish the extent to which a sharing of practice would improve their ability to deliver high-quality and affordable services;
ii) To review and debate the available literature and best-practice guidance and develop a view on the application of that in the context of the smaller maternity units across East of England and the need for high-quality affordable patterns of healthcare delivery;
iii) To consider the issues and guidance emerging from the Workforce Workstream for maternity and neonatal services, particularly the implications of the European Working Time Directive (EWTD);
iv) To consider how best to balance the issues of access and travel times and the views of the public with those of clinical quality and affordability;
v) To consider the future framework for neonatal services across East of England, with particular reference to the smaller maternity units for the next 10-year period.
Workstream Deliverables
A report setting out:
- A framework for the future operation of smaller maternity units across East of England and assessing the requirements for them to be able to provide high quality and affordable services;
- The issues that PCTs should take into account in balancing the need to maintain local access with the need to deliver high quality, sustainable and affordable services;
- A framework for the future development of neonatal services across East of England for the next 10-year period, with particular reference to the smaller maternity units and the implications of the European Working Time Directive.
Timescales
The Maternity & Neonatal Workstream will produce its recommendations by the end of September 2007.
Frequency of Meetings
Monthly, with project work taking place between meetings.

The membership of the Workstream is drawn from the four smaller maternity units in the East of England, together with the clinical lead of one of the Neonatal Networks, PCT representatives, representatives from one of the overview and scrutiny committees (OSCs) and one of the patient and public involvement fora (PPIFs).
